  • Bill Purcell
    William E. Purcell
    Chairman of the Board

    William E. Purcell has been the President of Purcell International since 1984. The company is 56 years old and is engaged in the business of food importation and brokerage. Mr. Purcell received a BA in International Economics from U.C. Berkeley in 1975. He was a member of 5 National Championship water polo teams and a 10 time All American. He founded Diablo Water Polo in 1999. He is also a former Board member of the Olympic Club, the Meat Importers Council of America and the Association of Food Importers.

    Sam Hedgpeth
    Vice Chairman

    Sam Hedgpeth is a C-level operating and financial officer in the internet, software, manufacturing, supply chain, retail and hardware distribution industries with international and complex technology and product transaction experience. His portfolio includes five start-ups, three IPOs and one merger.

    He has a B.S. in Business Administration from University of California, Berkeley and an MBA from University of California at Los Angeles. He was the Assistant Dean of the Jack Baskin School of Engineering at University of California Santa Cruz from 2002-2004, and for over 30 years he has been adjunct faculty at UC Santa Cruz, Santa Clara University and De Anza College.

  • Eddie C. Cheung

    Eddie C. Cheung is a Clinical Professor of Internal Medicine and Gastroenterology/Hepatology at the University of California Davis School of Medicine, and on the clinical faculty at the Stanford University School of Medicine. He has been involved in clinical practice, research and teaching for forty years and is involved on a national and international level in a number of efforts in the fight against hepatitis.

    In that regard, he is currently Chairman of the American Liver Foundation’s National Asian Leadership Advisory Council and on the Board of the ALF Northern California Division, past President of the Chinese American Physicians Society, where he currently chairs the hepatitis committee, on the Asian Health Foundation Board of Advisors and was Chief of Hepatology for the V.A. Northern CA Health Care System from 2005-2010.

    Dr. Cheung received his medical degree from Taipei Medical University in Taiwan, received medical training at Tri-service General Hospital and Central Clinic in Taipei as well as Catholic Medical Center in New York and served as a Fellow in Digestive Diseases and Nutrition at the University of Louisville.

  • Tracey Enfantino
    Tracey A. Enfantino

    Tracey A. Enfantino has been General Manager of Environmental Systems, Inc. since 1990. The company is a mechanical contractor and energy management services provider, with offices in San Jose and Sacramento. She is part of the second generation owning and operating the firm. She has been with the company for over thirty years. Mrs. Enfantino was a founder of San Jose based Heritage Bank of Commerce and served as a director of the bank from 1994-2003.

    Over the last two decades, Mrs. Enfantino has served as a trustee, and board member on numerous organizations, community boards, and nonprofits, and schools. In 2004, she helped establish a community foundation for the communities of Saratoga and Monte Sereno and currently serves on the board of directors of that foundation. She currently serves as a trustee of the San Jose-Silicon Valley Chamber of Commerce. She is a member of the Rotary Club of San Jose, and the San Jose State Spartan Foundation.

  • Ray Figone
    Raymond J. Figone

    Raymond J. Figone, Vice Chairman and Director, since 1976 has been the owner of Figone Materials Inc. dba South Bay Materials, a landscape and building materials supply company in San Jose, California. He is also the owner of Power Go Leasing, Inc., a motorized equipment leasing company in San Jose. He began doing business in Santa Clara County in 1976 as a partner and manager of Monte Vista Garden Center in Cupertino. In 1982, he and his father purchased Monterey Garden Center in South San Jose and after moving the business to the Willow Glen area of San Jose in 1989, the company was renamed South Bay Materials. Mr. Figone became sole owner of the company in 1996.

    In addition to his personal business interests, Mr. Figone was an organizer and proposed director of ” Pacific Commonwealth Bank, Proposed” in 2007. The Bank was intended to be located in San Jose, California and obtained approval of the California Department of Financial Institutions (“CDFI”) to organize. The Bank obtained Federal Deposit Insurance Corporation approval of its deposit insurance application in early 2009, but due to economic recession, Pacific Commonwealth Bank, In Organization withdrew its regulatory application approvals.

    Ben Mackovak, has served as a Director of the Bank since 2018. He is the Co-Founder and Managing Member of Strategic Value Bank Partners, an investment partnership specializing in community banks. Strategic Value Bank Partners leverages over 80 years of successful bank investing and industry operating experience to partner with community banks that have disciplined underwriting standards, attractive market footprints, and talented management teams. Prior to Strategic Value Bank Partners, Ben was the Founder and Portfolio Manager of Cavalier Capital, an investment fund based in Cleveland, Ohio. Prior to founding Cavalier Capital, he was the Senior Analyst at Rivanna Capital, an investment fund based in Charlottesville, Virginia. Prior to Rivanna Capital, Mr. Mackovak worked at First American Trust, an investment firm based in Newport Beach, California. He began his career at Merrill Lynch. Mr. Mackovak has served as a director for community banks throughout the country. Mr. Mackovak holds an MBA from the University of Virginia’s Darden Graduate School of Business and a BA from Kent State University, where he graduated magna cum laude.

  • Patricia Remch
    Patricia Remch

    Patricia Remch was appointed a director of Community Bank of the Bay in March, 2019. She has 35 years of experience in the financial services industry. Ms. Remch has held various roles at the Federal Home Loan Bank of San Francisco, most recently Senior Vice President, Sales, Marketing, and Business Development, from March 2017 to July 2018. Previously, Ms. Remch was Senior Vice President, Sales and Marketing, from August 2011 to March 2017, and was Senior Vice President, Mortgage Finance Sales and Product Development, from February 2005 to August 2011. She joined the Federal Home Loan Bank of San Francisco as an economist in 1982, was promoted to Capital Markets Specialist, and became Vice President, Sales Manager, in 1998. Ms. Remch is a graduate of the ABA Graduate School of Banking and a Ph.D. Candidate in Economics at the University of Maryland, where she also received her Master of Arts in Economics.She earned her Bachelor of Arts in Economics from the State University of New York at Albany.

    Ken Seideman is the president of Seideman Accounting Group, a full service San Francisco Bay Area accounting firm with offices in San Mateo and Dublin, California, established in 1968. Ken has a wide variety of experience including domestic and international tax issues. The firm provides accounting services including individual, business, estate and gift tax planning and tax return preparation, certified audits, compiled and reviewed financial statements, business accounting/bookkeeping, business valuations, and international tax assistance.

    Ken is a member of the American Institute of Certified Public Accountants (AICPA) and the California Certified Public Accountants and he is also an accomplished musician as a classically trained pianist Ken relaxes by playing improvisational jazz.

  • Frank Tsai

    Frank Tsai was one of the original founders of the Bank and served as the Chairman of the Board of the Bank from 1999 to 2003. He has more than 20 years of business and finance experience in emerging growth and medium-sized companies either as chief financial officer or chief executive officer. Since 2006, he has been a Partner in FLG Partners, LLC, a professional services company providing interim and long-term financial services to Bay Area companies.

    From 2002 to 2005, he was the Sr. VP of Finance and CFO of Summerville Senior Living, Inc., a privately held senior living company operating or managing 40+ assisted living communities. From 1996 until 2000 he was the CFO of American Baptist Homes of the West, a $100 million chain of retirement communities. Mr. Tsai received his Masters degrees in Business Administration from Northwestern University and Masters degree in Public Health from the University of Minnesota.

  • Gunter Unruh
    Gunter M. Unruh (1941 - 2022)

    Since 1979 Gunter M. Unruh was the president/owner of Metric Design and Manufacturing, Inc., a firm that specializes in engineering, machining and manufacturing in Campbell. Before owning his own company Mr. Unruh was a manufacturing specialist with IBM and a stockbroker. Mr. Unruh held a degree from Berufs & Handelsschule Trade Technical College, Moenchen-Gladbach, Germany.
